GENERAL PUBLIC COMMENTS

This is the time the public may address the Council on items within the Council’s purview but not scheduled on the agenda. All persons desiring to speak on an agenda item are asked to fill out Speaker Information Cards and give them to the City Clerk prior speaking. Each individual speaker will be limited to a presentation total of three (3) minutes per item. Those persons wishing to speak on any item scheduled on the agenda will be given an opportunity to do so at the time that item is being considered. State law does not allow the Council to discuss or take action on issues not on the agenda, except that members of the Council or staff may briefly respond to statements made or questions posed by persons exercising their public testimony rights (Gov. CEQA Determination:  The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation:  Approve Resolution 26-XXX, approving the community events coordinator position, the job description and the update to the Master Pay Schedule.

Approval of a Resolution Authorizing the Corporal Position be Added to the List of Emergency Response Classifications Eligible for Reimbursement for Mutual Aid Assignments

CEQA Determination: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation:  Approve Resolution 26-XXX, affirming the classifications of Corporal to receive portal-to-portal pay and overtime consistent with the classifications Memorandum of Understanding.

PUBLIC HEARINGS

1.

Approval of a Resolution Updating and Establishing City Development Services User Fees for Various Regulatory Activities, Programs, and Services

CEQA Determination: The City finds that this action is exempt under the California Environmental Quality Act from environmental review under Public Resources Code Section 21080(b)(8), which provides an exemption for the establishment or modification of charges by public agencies which the public agency finds are for the purpose of meeting operating expenses.
Recommendation:  Approve Resolution 26-XXX, updating and establishing various user and regulatory fees for various City regulatory activities, programs, and services set forth in a comprehensive fee schedule.

2.

First Reading by Title Only an Ordinance of the Paso Robles Municipal Code to Amend the Borkey Specific Plan and Associated Rezoning, and Approval of the Resolutions Approving the Mitigated Negative Declaration Addendum, the General Plan Amendment,

CEQA Determination: Addendum to the 2012 MND for the original Allegretto project. The Addendum is the appropriate document under CEQA to analyze the consistency of the Project with the type and intensity of development previously analyzed for the site in the MND as provided for in CEQA Guidelines section 15162 and 15164.
Recommendation:  It is recommended that the City Council take the following actions:
1. Approve Resolution 26-XXX(A), authorizing the addendum to Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program.
2.  Approve Resolution 26-XXX(B), authorizing the General Plan Amendment.
3.  Introduce for first reading by title only, Ordinance XXXX amending the Paso Robles Municipal Code to authorize the Specific Plan Amendment and the rezone designation.
4.  Approved Resolution 26-XXX(C), authorizing the development plan and conditional use permit for the project.

Approval of a Development Plan for 24 Residential Units including an Affordable Housing Density Bonus; Fence-Height Modification; Removal of Ten Oak Trees; and a One-Lot Tract Map (PD24-07, MOD25-09, OTR25-04, Tentative Tract Map 3254, P24-0100)

CEQA Determination: The project is exempt from environmental review as a class 32 categorical exemption for infill development pursuant to the State’s Guidelines to Implement the California Environmental Quality Act (CEQA), § 15332.
Recommendation:  Approve Resolution 26-XXX approving Development Plan 24-07, Site Plan Modification 25-09, Oak Tree Removal Permit 25-04, and Tentative Tract Map 3254, based on findings and subject to conditions of approval, and finding the project exempt from environmental review as a class 32 categorical exemption for infill development.

Recommendation:  Approve Resolution 26-XXX and introduce for first reading by title only Ordinance XXXX, giving notice of the City’s intention to approve an amendment to the contract between the City of Paso Robles and the Board of Administration of the California Public Employees' Retirement System for the MGMT police and fire safety member categories.
