Any writing or document pertaining to an open session item on this agenda which is distributed to a majority of the City Council after the posting of this agenda will be available for public inspection at the time the subject writing or document is distributed. This is the time the public may address the Council on items within the Council’s purview but not scheduled on the agenda. All persons desiring to speak on an agenda item are asked to fill out Speaker Information Cards and give them to the City Clerk prior speaking. Each individual speaker will be limited to a presentation total of three (3) minutes per item. Those persons wishing to speak on any item scheduled on the agenda will be given an opportunity to do so at the time that item is being considered. State law does not allow the Council to discuss or take action on issues not on the agenda, except that members of the Council or staff may briefly respond to statements made or questions posed by persons exercising their public testimony rights (Gov. Code sec. 54954.2).

ITEMS ON THE CONSENT CALENDAR ARE CONSIDERED ROUTINE, NOT REQUIRING SEPARATE DISCUSSION. However, if discussion is wanted by a member of the Council or public the item may be removed from the Consent Calendar and considered separately. Councilmembers and members of the public may offer comments or ask questions of clarification without removing an item from the Calendar. Individual items are approved by the vote that approves the Consent Calendar unless an item is pulled for separate consideration.  Items pulled from consent will be heard at the end of the meeting.

CEQA Determination: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Approve Resolution 24-XXX, declaring certain City property as surplus and authorizing its disposal, sale, trade-in, or such property to be donated or sold by public auction, bid, or sale, at the least cost or greatest benefit to the City, as determined by the Director of Administrative Services.

CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Authorize the City Manager to execute lease extension, in a form reasonably acceptable to the City Manager and City Attorney, with the Iannetta Family Trust for the Corporation Yard located at 625 Riverside Avenue through July 31, 2026, with an option to extend for another year through July 31, 2027, at the $13,000 per month lease rate for the first year and escalating thereafter, and to make minor, technical, or non-substantive changes to the attached agreement, as necessary, consistent with the Council’s overall intent.

Recommendation: Approve Councilmember Strong's Travel and Training expenditures for Fiscal Year 2023-24.

CEQA:The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Authorize the City Manager to renew the agreement with ESRI for Small Government Enterprise License Agreement in an amount not to exceed $121,500 over three years.

Paul Patti, Fire Marshal
CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Approve Resolution 24-XXX, confirming the cost report of abated parcels described in Exhibit A including the associated administrative fees and directing staff to submit it to the County Auditor-Controller.

CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Adopt Resolution 24-XXX to Receive and file the annual fire inspection report for state mandated occupancies.

CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Approve contribution agreements with the Paso Robles Downtown Main Street Association and Paso Robles Wine Country Alliance, and Visitor Services Agreement with Paso Robles & Templeton Chamber of Commerce, authorizing the City Manager to make minor changes in consultation with the City Attorney that match the intent of the parties and ensures parity of City’s standard contract terms prior to execution.

CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Receive and file the Annual Military Equipment Use Report pursuant to Assembly Bill 481.

RIcky Lehr, Police Commander
CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Approve the second reading by title only and adopt Ordinance 1141, repealing Ordinance No. 489, which amends Section 8.08.055 of the Paso Robles Municipal Code to regulate the control of dogs in public places.

Ditas Esperanza, Capitol Projects Manager
CEQA: The City finds that this action to reject all bids is not a project subject to the California Environmental Quality Act (“CEQA”) because it has no potential to result in either a direct, or reasonably foreseeable indirect, physical change in the environment.  (State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.)  Alternatively, the decision to reject all bids is exempt from CEQA on the basis that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.  (State CEQA Guidelines, § 15061, subd. (b)(3).)  
Recommendation: Adopt Resolution No. 24-XXX, rejecting all bids received for Sierra Bonita Neighborhood Road Repairs and authorize staff to re-advertise once the Gas Company completes their project.

Ditas Esperanza, Capitol Projects Engineer
CEQA: The City finds that this action is categorically exempt under the California Environmental Quality Act, a Class 3 exemption, pursuant to State CEQA Guidelines, §§ 15303,which applies to the construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure.
Recommendation: Approve Resolution 24-XXX, authorizing the payment to PG&E to install infrastructure to provide a power source to the South Vine Bridge Lighting System, in the amount of $285,657.75, and find the action exempt from CEQA.

CEQA: The City finds that this action is exempt under the California Environmental Quality Act pursuant to State CEQA Guidelines, §§ 15061, subd. (b)(2)-(3), 15378, subd. (b)(2) and (b)(5) on the basis that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.
Recommendation: Approve Resolution No. 24-XXX, authorizing a change order in the amount of $106,600 to Stantec’s contract for the preparation of additional services and illustrative exhibits to refine the project aesthetic features to support the Project Approval Environmental Documents (PAED) for the Niblick Road Corridor Project.

CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Approve Resolution 24-XXX:
1.    Approve Final Tract Map 3105-3 for recordation and authorizing execution and recordation of the Final Map for Tract 3105-3, accepting the public offers of dedication listed in the Owner’s Statement, and directing the City Clerk to sign and seal the map; and
2.    Authorize the City Manager to enter into a Phase 3 Subdivision Improvement Agreement, subject to any necessary modifications to the Agreement made in consultation with the City Attorney.

CEQA:The City finds that this action is not a project under the California Environmental Quality Act pursuant to State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Approve the request of Mujeres de Acción to stage the Hispanic Heritage Festival in City Park on September 15, 2024, with the City of Paso Robles co-sponsoring the event.

CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Introduce for first reading by title only, an ordinance of the City of Paso Robles amending Chapter 2.24 of Title 2 of the Paso Robles Municipal Code.

CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Approve the Five-Year Economic Development Strategic Plan.

CEQA: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation: Receive and file ECHO’s FY 23-24 third quarter report and direct staff to disburse payment in the amount of $55,500; direct staff to disburse funds in the amount of $55,500 upon ECHO’s submission of their final report to staff at the end of the FY 23-24 fourth quarter period; and approve the Second Amendment to the ECHO SMOU extending funding for FY 24-25 and FY 25-26 for a total of $444,000.
