This is the time the public may address the Council on items within the Council’s purview but not scheduled on the agenda. All persons desiring to speak on an agenda item are asked to fill out Speaker Information Cards and give them to the City Clerk prior speaking. Each individual speaker will be limited to a presentation total of three (3) minutes per item. Those persons wishing to speak on any item scheduled on the agenda will be given an opportunity to do so at the time that item is being considered. CEQA Determination: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation:  Approve the cancellation of the September 4, 2025 regular City Council meeting and direct the City Manager to schedule a special meeting during the month of September, if necessary.

CEQA Determination: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation:  Authorize the City Manager to renew the amended lease agreement between the City and SLOCOE to operate the Library Study Center at 3600 Oak Street at a rate of one dollar per year, including automatic annual renewals.

CEQA Determination: The park project which may be funded by this grant application was previously studied as part of the Beechwood Specific Plan Final Environmental Impact Report SCH#2018061064. It has been determined that the proposed park development is consistent with previously approved EIR and associated Mitigation Monitoring and Reporting Program and there are no additional environmental impacts. As such, no additional environmental review is required. 
Recommendation:  Approve Resolution 25-XXX, authorizing the City’s application for funding through the federal Land and Water Conservation Fund for the Beechwood Park Project, and authorizing the Community Services Director to execute all necessary documents related to the application.

CEQA Determination:  The City finds that this action is categorically exempt from the California Environmental Quality Act (“CEQA”) under the Class 1 exemption, which applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing structures, facilities, mechanical equipment, or topographical features where the project involves negligible or no expansion of existing or former use (State CEQA Guidelines, § 15301).
Recommendation:  Approve Resolution 25-XXX, authorizing the City Manager to enter into an agreement with Mainline Engineering to perform the repairs of the underground pipelines at Riverside, Capitol Hill, and Almond Court in the amount of $1,553,300, and approve a change order to North Coast Engineering’s contract in the amount of $242,242.55

CEQA Determination: On July 25, 2018, the City adopted the Mitigated Negative Declaration for the project and found that the project would not have a significant effect on the environment after mitigation consistent with City’s adopted Local CEQA Guidelines. Consistent with the California Environmental Quality Act and pursuant to Guidelines Section 15162, no subsequent environmental analysis is required associated with the proposed change order.
Recommendation:  Approve Resolution 25-XXX, authorizing the City Manager to approve a change order in the amount of $95,000 to North Coast Engineering’s contract to design the improvements of Creston Road Phase 2, from Rolling Hills to Niblick Road.

The Project is the conversion of an existing building into a mix of uses including winetasting, beer tasting, specialty retail, market, deli, and private meeting space. The application includes a General Plan Amendment to change the Land Use Designation from Mixed-Use 12 to Community Commercial, a Specific Plan Amendment to change the zoning district from T4-F to TC-2, a Conditional Use Permit to allow a private meeting facility, and Site Plan Review for exterior changes to the building.  The City Council will consider the recommendation from the Planning Commission, who considered this item at its July 8, 2025, meeting (GPA25-01, SPA25-01, CUP24-10, SPR24-13, P24-0098).

CEQA Determination:  Planning Commission is recommending the City Council determine the project is exempt from environmental review as a Class 1 categorical exemption for Existing Structures pursuant to the State’s Guidelines to Implement the California Environmental Quality Act (CEQA), Section 15301.
Recommendation:  The Planning Commission recommends the City Council:
1. Approve Resolution 25-XXX (A) to approve General Plan Amendment 25-01 and Specific Plan Amendment 25-01, and
2. Approve Resolution 25-XXX (B) to approve Conditional Use Permit 24-10 for a private meeting facility and Site Plan Review 24-13 for the physical changes to the site and building.
