Description: Spring Street Mixed-Use / Affordable Housing Density Bonus Project - recommendation to the City Council regarding Rezoning, Development Plan including hotel rooms and an affordable housing density bonus, and a conditional use permit for a winetasting room (RZN23-01, PD22-11, CUP23-07, P22-0076)

Applicant: Tobin James, represented by George Garcia
CEQA Determination: In   compliance with the California Environmental Quality Act (CEQA), an initial study and mitigated negative declaration (SCH 2024070401) were prepared for the project and were circulated between July 11, 2024 and August 9, 2024. 

  • Recommended:

    Recommend the City Council approve the project by adopting:

    1. Draft Resolution PC 24-XXX (A) recommending adoption of Mitigated Negative Declaration SCH 2024070401, based on findings and subject to mitigation measures.
    2. Draft Resolution PC 24-XXX (B) recommending approval of Ordinance XXX, rezoning the property to include the Resort/Lodging overlay district, based on findings.
    3. Draft Resolution PC 24-XXX (C) recommending approval of the development plan, including concessions, and the conditional use permit for a winetasting room, based on findings and subject to conditions of approval.
