Recommendation:  Approve Resolution 24-XXX adopting the amended Conflict of Interest Code.

Recommendation:  Approve Resolution 24-XXX designating a Voting Delegate and one Alternate; direct the voting delegate to adhere to the City’s “support” position on Resolution No. 1. 

CEQA Determination: The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation:  Affirm the assignment of Youth Commissioners Cole Ammann and Lane Shea, Senior Citizen Advisory Committee member Mara Whitten, and Parks and Recreation Advisory Committee Members Rich Clayton and Diane Zannotti as advisory body liaisons for the State of California’s Statewide Comprehensive Outdoor Recreation Plan Focus Group.

Recommendation:  Approve Resolution 24-XXX, authorizing the City Manager to purchase one additional Compact Track Loader for the Water Division as part of the City’s FY 2024/25 Fleet Replacement Program.

CEQA Determination: The City finds that this action is categorical exempt under the California Environmental Quality Act pursuant to State CEQA Guidelines § 15302, Replacement or reconstruction.
Recommendation:  Approve Resolution 24-XXX, accepting the Grant of Easement for electrical line use for PG&E, and authorizing the City Manager or designee to sign and record the Grant of Easement attached to this agenda item.

(b)(2)-(3), 15378.) 
Recommendation:  Approve Resolution 24-XXX, accepting the Grant of Easement for public street and utility, and authorizing the City Manager to sign and record the Grant of Easement and Purchase Agreement.

Recommendation:  Approve Resolution 24-XXX authorizing the City Manager or designee to execute the short-term rental agreements with Joe’s One-Niner Diner, Mercy Air, and Soar Paso subject to any minor, technical, or non-substantive changes as approved by the City Manager and City Attorney.
