Members of the public are welcome to attend in person.  Written public comments can be submitted via email to [email protected] prior to 12:00 PM on the day of the Council meeting to be posted as an addendum to the Agenda. If submitting written comments in advance of the meeting, please note the agenda item by number or name.

Any writing or document pertaining to an open session item on this agenda which is distributed to a majority of the City Council after the posting of this agenda will be available for public inspection at the time the subject writing or document is distributed. The writing or document will be available for public review in the City Clerk’s Office, 1000 Spring Street, Paso Robles, CA, during normal business hours, and may be posted on the City’s web site at www.prcity.com/agendacenter

Public comment for Special Meetings is limited to agenda items only and an opportunity will be provided for each agenda items when each item is called. 

The Supplemental Sales Tax Committee provides a forum for citizens to review and report to both the City Council and the community as a whole on matters relating to Supplemental Sales Tax revenues and expenditures resulting from both Measure N-12, approved by the voters in 2012, and Measure J-20, approved by the voters in 2020. The Committee provides oversight of the expenditures of the supplemental sales tax revenues to ensure that they are being spent on community priorities established by the City Council, based on information gained from business and resident surveys and other means. The Committee shall determine if the funds were spent appropriately, and report that to the Council and public. The Committee may also provide advice to staff and the Council.   The recruitment was for seven total member positions, three at-large membership positions and four community organization affiliate membership positions. As of the January 31, 2024 recruitment deadline, there were only two applicants and on February 8, 2024 City Council interviewed each of those applicants and appointed them to at-large positions on the SSTOC.   This left one at-large position and four community organization positions still open.   Since the interview meeting in February, another member of SSTOC has vacated a position, leaving a partial term at-large position available as well.   Staff extended the recruitment period in order to continue to solicit applications throughout the community. Four applications and letters of recommendation were received to fill the four community organization vacancies.   Two of those applications were from incumbents and two were from new applicants.  Council will be appointing for the four open community organization positions.  Applicants are: 
1. Sarah Martin - New applicant referred by Paso Robles-Templeton Chamber of Commerce
2. Victor Popp - Incumbent applicant referred by Travel Paso 
3. Karli Twisselman - Incumbent applicant referred by Paso Robles Main Street Association
4. Patricia Wilmore - New applicant referred by Paso Robles Wine Country Alliance


Options:
1. Interview new applicants and by majority vote, appoint 4 community organization members to the Supplemental Sales Tax Oversight Committe; or
2. Amend, modify, or reject the above option.

Eight applications were received to fill the one full term vacancy and one partial term vacancy.   Applicants are:

5. Peter Roth - withdrew application

7. Edward Wells
8. Gordon Wells


Options:
1. Interview applicants and by majority vote, appoint one applicant to a full three-year term ending in March 2027, and appoint one to a partial term ending in April 2026 on the Supplemental Sales Tax Oversight Committe; or
2. Amend, modify, or reject the above option.
