The agenda addendum includes public comments received for items Q4 and R3.  It also includes corrections, shown in red or  redline, to the following items: 

• P7 – Exhibit A to Attachment 1 – Update to Section 1.3 History
• Q5 – Exhibit A to Attachment 5 – Update to Site Specific Conditions of Approval Engineering and Utilities
• R1 – Attachment 1 – Update to Section 7

Residents can livestream the meeting at www.prcity.com/youtube, and call [phone] to provide public comment via phone. The phone line will open just prior to the start of the meeting and remain open throughout the meeting to ensure the opportunity to comment on each item heard by the Council, other than brief reports and announcements by staff or the Council.

Written public comments can be submitted via email to  prior to 12:00 noon on the day of the Council meeting to be posted as an addendum to the Agenda. If submitting written comments in advance of the meeting, please note the agenda item by number or name. City Council meetings will be live-streamed during the meeting and also available to play later on YouTube by accessing the following link:  www.prcity.com/youtube. Any writing or document pertaining to an open session item on this agenda which is distributed to a majority of the City Council after the posting of this agenda will be available for public inspection at the time the subject writing or document is distributed. The writing or document will be available for public review in the City Clerk’s Office, 1000 Spring Street, Paso Robles, CA, during normal business hours, and may be posted on the City’s web site at www.prcity.com/meetings.

Approval of Resolution Adopting the 2025-2030 Paso Robles Local Hazard Mitigation Plan

CEQA Determination: The City finds that this action is exempt from review  under the California Environmental Quality Act pursuant to State CEQA Guidelines Sections 15306, Information Collection, and 15262, Planning Studies.
Recommendation:  Approve Resolution 26-XXX, adopting the 2025-2030 Paso Robles Local Hazard Mitigation Plan and finding this action exempt from CEQA review pursuant to CEQA Guidelines Section 15306 and 15262.

Continued from April 7, 2026 meeting - Introduce First Reading by Title Only an Amendment to Chapter 21.52 of the Paso Robles Municipal Code Updating Standards Related to Temporary, Prohibited, and Nonconforming Signs (RZN25-07, P25-0117)

CEQA Determination:  The proposed ordinance is not subject to the California Environmental Quality Act (CEQA) because it does not qualify as a “project” under CEQA. State CEQA Guidelines §15060(c) provides that “[a]n activity is not subject to CEQA if … the activity is not a project as defined in Section 15378.” Even if the proposed ordinance is considered a “project” subject to CEQA, it is categorically exempt pursuant to State CEQA Guidelines Section 15320 (Class 20).
Recommendation:  Introduce for first reading by title only Ordinance XXXX, amending Chapter 21.52 of the Paso Robles Municipal Code.

Approval of the Oak at Ardmore Project, Including a Zoning Map Amendment, a Special Planned Development Overlay Zoning Designation, and an Oak Tree Removal

CEQA Determination:  On February 20, 2024, the City adopted a Mitigated Negative Declaration (MND) for a commercial/industrial project (“Covelop”) consisting of 240,000 square feet of floor area spanning six buildings for this project site. Staff recommends the City Council approve an addendum to the 2024 MND for the original Covelop project. The Addendum is the appropriate document under CEQA to analyze the consistency of the residential Project with the type and intensity of development previously analyzed for the site in the MND as provided for in CEQA Guidelines section 15162 and 15164.
Recommendation:  It is recommended that City Council approve the project by taking the following actions:
a. Approve Resolution 26-XXX(A), certifying an Addendum to a Mitigated Negative Declaration for Planned Development 25-14, Rezone 25-03, Modification 26-04, Vesting Tentative Tract Map 3255, Conditional Use Permit 25-05, and Oak Tree Removal 25-09; and
b.  Introduce for first reading, by Title only, Ordinance XXXX, approving Rezone 25-03 regarding updates to the El Paso de Robles Zoning Code and Zoning Map; and
c. Approve Resolution 26-XXX(B), approving an allocation of 154 Surplus Density Units to Parcel 025-362-050; and
d. Approve Resolution 26-XXX(C), approving Planned Development 25-14, Conditional Use Permit 25-05, and Modification 26-04; and
e. Approve Resolution 26-XXX(D), approving Vesting Tentative Tract Map 3255; and
f. Approve Resolution 26-XXX(E), approving Oak Tree Removal 25-09.

1.

Second Reading by Title Only and Adoption of Ordinance 1168 Authorizing an Amendment to the CalPERS Contract to Reduce the Cost-Sharing Agreement for Unrepresented Confidential, Professional, and Management Employees in the Police and Fire Safety Member C

CEQA Determination:  The City finds that this action is not a project under the California Environmental Quality Act pursuant to State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation:  Approve second reading by title only and adopt Ordinance 1168 authorizing an amendment to the contract between the City of Paso Robles and the Board of Administration of the California Public Employees' Retirement System for the MGMT police and fire safety member categories.

Approval of the San Luis Obispo County Regional Homelessness and Affordable Housing Compact and Receipt of Regional Homeless Services Inventory

Recommendation: Approve Resolution 26-XXX approving the San Luis Obispo County Regional Homelessness and Affordable Housing Compact and receive the Regional Homeless Services Inventory.
