GENERAL PUBLIC COMMENTS

This is the time the public may address the Council on items within the Council’s purview but not scheduled on the agenda. All persons desiring to speak on an agenda item are asked to fill out Speaker Information Cards and give them to the City Clerk prior speaking. Each individual speaker will be limited to a presentation total of three (3) minutes per item. Those persons wishing to speak on any item scheduled on the agenda will be given an opportunity to do so at the time that item is being considered. State law does not allow the Council to discuss or take action on issues not on the agenda, except that members of the Council or staff may briefly respond to statements made or questions posed by persons exercising their public testimony rights (Gov. Code sec. 54954.2).

Recommendation:  Approve Resolution 24-XXX, authorizing the City Manager to execute Amendment No. 1 of the Agreement between the City of Paso Robles and the San Luis Obispo Regional Transit Authority for City Transit Services.

Approval of Construction Agreement to Replace and Repair the Public Safety Center Roof

CEQA Determination:  The City finds that this action is categorically exempt from the California Environmental Quality Act (“CEQA”) under the Class 1 exemption, which applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing structures, facilities, mechanical equipment, or topographical features where the project involves negligible or no expansion of existing or former use. (State CEQA Guidelines, § 15301).
Recommendation:  Approve Resolution 24-XXX authorizing the City Manager to enter into a construction contract with Quaglino, Inc. in an amount not to exceed $1,181,551.37 authorizing the City Manager and City Attorney to make any minor, technical, or non-substantive changes to the contract that are consistent with the Council action; and to appropriate $500,000 from the Facility Replacement Fund to cover the project shortfall.

Rejection of All Bids, Authorization to Revise the Project Scope and Readvertise for the Flamson Middle School Safe Routes to School Project

CEQA Determination:  The City finds that this action is categorically exempt from the California Environmental Quality Act (“CEQA”) under the Class 1 exemption, which applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing structures, facilities, mechanical equipment, or topographical features where the project involves negligible or no expansion of existing or former use (State CEQA Guidelines, § 15301).
Recommendation:  Approve Resolution 24-XXX - Rejecting all Bids for the Flamson Middle School Pedestrian Enhancements and Authorizing Staff to Revise the Project Scope and Readvertise for bids.

00 Intent to Levy in Landscape and Lighting District FY 24-25 - Public Works-2024-27

Recommendation:  
1. Approve Resolution 24-XXX (A), initiating proceedings for the annual levy of assessments for the maintenance of Landscape & Lighting Maintenance District facilities.
2. Approve Resolution 24-XXX (B), initiating proceedings for the annual levy of assessments for the maintenance of Drainage Maintenance District facilities.
3. Approve Resolution 24-XXX (C), adopting the draft preliminary Landscape & Lighting Maintenance District Engineer’s Levy Report as presented and making it available to the public for review and comment.
4. Approve Resolution 24-XXX (D), adopting the draft preliminary Drainage Maintenance District Engineer’s Levy Report as presented and making it available to the public for review and comment.
5. Approve Resolution 24-XXX (E), declaring the intent to levy for maintenance of the Landscape & Lighting Maintenance District facilities and cause a Notice to be published for a Public Hearing to be scheduled June 4, 2024.
6. Approve Resolution 24-XXX (F), declaring the intent to levy for maintenance of the Drainage Maintenance District facilities and cause a Notice to be published for a Public Hearing to be scheduled June 4, 2024.

Approval of a Contract Amendment for Development Review Engineering Consultant – Joe Chouinard, Professional Engineer

CEQA Determination:  The City finds that this action is not a project under the California Environmental Quality Act pursuant to State Guidelines Section State CEQA Guidelines, §§ 15060, subd. (c)(2)-(3), 15378.
Recommendation:  Approve Resolution 24-XXX, authorizing the City Manager to approve the Joe Chouinard Interim City Engineering Services contract amendment increase of $49,140 (for a total not-to-exceed contract amount of $151,515.)

Approval of Oak Tree Removal Permit 24-06 at 512 24th Street

CEQA Determination:  The City finds this action is categorically exempt from CEQA as a class 32 exemption for infill development pursuant to State CEQA Guidelines Section 15332.
Recommendation:  Approve Resolution 24-XXX, approving Oak Tree Removal Permit OTR24-06 to allow the removal of one 14-inch live oak tree at 512 24th Street and require replanting oak trees with diameters totaling 4 inches.

Review of Paso Robles Main Street Association Proposal for Fiscal Years 2024-25 and 2025-26

Recommendation:  Staff requests City Council direction.

Review of Hispanic Business Association Funding Request for Fiscal Years 2024-25 and 2025-26

Recommendation:  Staff recommends reviewing the presentation and providing direction to staff.

Introduction and First Reading of an Ordinance Amending Chapter 2.65 of the Municipal Code to Allow for Electronic and Paperless Filing of Fair Political Practices Commission (FPPC) Campaign Disclosure Statements

Recommendation:  Introduce for first reading by title only an Ordinance amending Chapter 2.65 of the Municipal Code adding Section 2.65.050  “Electronic and Paperless Filing of Fair Political Practices Commission Campaign Disclosure Statements”.

Preliminary Budget Overview for Fiscal Years 2024-25 and 2025-26
